The designation of a SKC official responsible for prescribed actions shall automatically include the official’s designee in instances where an official is unable, unavailable, or has concluded that the official may have a conflict of interest that causes the official to recuse from involvement in the matter. The official’s designee shall have the same authority as the official in matters involving this policy.
